Will three or more distinct operators publicly offer surplus internal AI compute for external resale (or disclose underutilized AI capacity) between 2026-11-15 and 2027-12-31?

The no-glut claim breaks down: firms that over-ordered ahead of site readiness or lost their internal AI programs begin marketing surplus accelerators externally, revealing idle capacity.

Surplus compute surfaces for resale

FOMO ordering ahead of datacenter readiness plus stalled internal model programs leave accelerators stranded or underused at individual firms. When xAI's research effort faltered, most of the original team left, freeing the compute infrastructure they had used, and that surplus became available to market to external customers such as Google and Anthropic. Surplus compute marketed this way would contradict a fully-utilized narrative.

Compute stays fully contracted, no resale emerges

High and growing computational requirements for AI deployment and training mean unfilled orders accumulate, backlog ratios rise, GPU pricing escalates, and manufacturing orders for cooling and power infrastructure surge. AI customers are concerned enough about securing compute that they prepay a large share of GPU capex on new contracts, pointing to funded expansion rather than idle capacity. This side would be confirmed if no new entrants announce external compute resale and existing operators say their capacity is fully contracted.
